Tess has mind control abilities, pretty powerful ones. She can compel people to do things like put down a gun that they're holding on someone, to reading a book to spending 48 hours building a radio tower out of scrap. The height of her abilities can be seen here, where during a particularly aggressive episode of her paranoid schizophrenia, she forces an entire diner of people to celebrate her birthday for days and days.
So, here is the basic permissions:
